Description
The Procurement Engineering Manager will be responsible for defining, implementing, and
executing the company’s procurement and supplier management strategy, with a strong focus
on the acquisition of technology licenses and advanced electronic components required
for Semidynamics’ products and platforms. This includes procurement of IP and software
licenses (EDA), as well as memories, processors, other (BOM) Bill of Material
components, PCB assemblies, and computing racks supporting AI, ML, and HPC solutions.
This role requires a solid background in electronics-related supply chain management,
including experience with semiconductor components, electronic assemblies, and high-tech
manufacturing processes. It is critical to model and optimize the supply chain to ensure
resilient supply lines, minimize risk of shortages, and properly manage lead times. The
role is key to ensuring a robust, efficient, and scalable supply base that supports Semidynamics’
growth, innovation, and operational excellence, while optimizing costs, mitigating risks, and
ensuring compliance.

Key Responsibilities
Procurement strategy and cost management
- Define and execute the global procurement strategy aligned with business objectives, with a specific focus on technology licenses and electronic hardware acquisition.
- Manage the procurement budget related to licenses, electronic components, assemblies, and infrastructure, ensuring cost efficiency and savings targets are achieved.
- Perform spend analysis to identify optimization, consolidation, and continuous improvement opportunities.
- Establish procurement policies, procedures, and KPIs.
- Model and optimize supply chains to ensure resilience, proper lead time management, and risk mitigation.
- Manage relationships with strategic suppliers, including IP licensors, semiconductor vendors, EMS providers, and infrastructure suppliers, fostering long-term partnerships and continuous improvement.
- Lead supplier onboarding, qualification, evaluation, and performance management processes.
- Own and maintain the Vendor Master File, ensuring data accuracy, completeness, and compliance.
- Identify and mitigate supply chain risks (financial, operational, legal, and reputational), with particular attention to electronics and semiconductor supply chains.
- Collaborate to model the supply chain for resilience and manage critical lead times effectively.
- Lead the preparation and execution of RFPs (Request for Proposal) and RFQs / RFFQs (Request for Quotation / Request for Firm Fixed Quotation) for IP licenses, software tools, electronic components, PCB assemblies, and rack-level systems.
- Manage competitive sourcing, tendering, and supplier selection processes.
- Negotiate pricing, commercial terms, SLAs, delivery conditions, licensing terms, and payment conditions.
- Collaborate closely with Legal on contract and license agreement review, negotiation, and execution.
- Lead the implementation of an ERP system (SAP or similar) for supplier and procurement management, including license tracking and hardware procurement workflows.
- Define functional requirements in collaboration with business and IT stakeholders.
- Ensure successful system adoption and proper usage across the organization.
- Drive digitalization and automation initiatives within the procurement function.
- Work cross-functionally with Finance, Engineering, Operations, Legal, IT, and other key teams.
- Act as a strategic business partner, providing market insights and data-driven recommendations.
- Ensure compliance with internal policies, audits, and regulatory requirements.
- Integrate ESG (Environmental, Social & Governance) criteria into procurement decisions.
- Ensure ethical sourcing and regulatory compliance across the supplier base.
- Promote responsible and sustainable procurement practices.

- Bachelor’s degree in Business Administration, Engineering, Electronics, or a related field.
- Master’s degree or specialized training in Procurement, Supply Chain, Electronics, or Strategic Sourcing is a plus.
Experience
- 5–8 years of experience in procurement, sourcing, or supply chain roles.
- Proven experience managing strategic suppliers and complex negotiations in electronics, semiconductors, or high-tech supply chains.
- Experience modeling and optimizing supply chains for resilience and lead time management.
- Hands-on experience implementing or managing ERP systems, preferably SAP.
Technical skills and knowledge
- Strong knowledge of procurement processes, sourcing strategies, and contract management.
- Experience with RFPs, RFQs, cost analysis, and spend management.
- Expertise in electronics components, assemblies, and supply chain dynamics.
- Proficiency in ERP tools and data analysis.
